Reading between the lines of H.R. 2633 (aka the South Africa bill)

On a recent call, a client was asking about H.R.2633 (U.S.-South Africa Bilateral Relations Review Act of 2025), which is now scheduled to be marked up by the House Foreign Affairs Committee (HFAC) this morning. (Note: For those unfamiliar with Hill process, a markup is when Committee members debate, amend, and vote on legislation before it can advance to the full House floor. For some reason, this bill is only showing up on the HFAC Dems markup notice and not the HFAC Republicans website, but this analysis still holds up in case this ends up on a future markup.) So given my reputation as a ‘Hill whisperer’ based on my experience as the Africa staffer for HFAC Dems between 2015 and 2021, I thought I’d take you through the process I use to read between the lines to determine what Africa-related legislation does and does not have legs.
